| Practice Description: Mr. Shannon concentrates his government litigation practice on the defense of Illinois state agencies, and county and municipal governments. He has significant trial experience in both state and federal court. Beyond his governmental counsel, Mr. Shannon represents corporate clients in product liability, defamation and Lanham Act litigation. Prior to joining Hinshaw & Culbertson LLP in July 2002, Mr. Shannon was a prosecutor with the City of Chicago's Special Prosecutions Division, where he gained significant trial experience in the Cook County criminal court system. As a prosecutor, Mr. Shannon was the lead trial attorney in Chicago's first prosecution under the City's Dangerous Animal ordinance. He also successfully defended the Chicago ordinance authorizing the City to revoke certain business licenses from those convicted of felonies. After serving as a prosecutor, Mr. Shannon defended the Chicago Police Department against claims of police brutality, civil rights violations and unlawful prosecutions. He also advised the Chicago Police Department on arrest and First Amendment issues arising during the World Cup Soccer Championship and the 1996 Democratic National Convention. Mr. Shannon entered public service as an assistant to former United States Senator Alan J. Dixon, in both the Senator's Chicago and Washington, D.C. offices. He subsequently worked as a Legislative Assistant to United States Representative Charles Hatcher, with responsibility for the Congressman's domestic legislative positions.
